Although economy-centered urbanization has been favored by many developing countries, it has brought about serious economic and social challenges while creating an economic miracle. To achieve sustainable development and address the issue of excessive energy consumption caused by traditional urbanization, China began to implement the new-type people-centered urbanization policy since 2014. This paper is the first to theoretically analyze the mechanism and impact of new-type urbanization policy (NUP) on green energy efficiency (GEE). By using the panel data of 285 Chinese cities during 2003–2017, after measuring GEE considering environmental constraints, this paper examines the impact and its mechanism of NUP on GEE. The results show that in comparison to non-pilot cities, the implementation of NUP could prevent GEE from improving, and lower GEE by 0.060 on average. After a series of tests, the main conclusion remains robust. Mechanism analysis indicates that NUP can affect GEE through green technical efficiency and green technological progress. Heterogeneity analysis suggests that under the constraints of different urban industries, resource endowment, city size, economic development stage, and urban administrative level, NUP has diverse impacts on GEE. Corresponding policy implications are proposed accordingly to improve GEE.

袁華錫，管理學博士，經濟學博士後，江西吉安人。澳门永利集团304官网手机副教授，碩士研究生導師。近期研究集中于産業集聚、城鎮化、資源環境政策設計與評估。研究成果見諸于《Ecological Economics》《Economic Analysis and Policy》《Energy Economics》《Energy Policy》《Journal of Environmental Management》《中國管理科學》《中國人口·資源與環境》《數理統計與管理》等中英文期刊，多篇論文入選ESI高被引。主持國家自然科學基金、教育部人文社會科學研究基金、中國博士後面上一等資助、湖北省社會科學基金等各級各類項目10餘項，參研國家社會科學基金重大項目2項，獲中國管理科學學會、中國地理學會優秀論文獎等，兼任國家自然科學基金通訊評審專家、中國技術經濟論壇理事會理事、中國空間經濟學專業委員會委員、湖北省生态經濟學會理事等。受聘《中國人口·資源與環境》學術編輯，為“學術無界”公益平台創始人和負責人。
