This paper explores the impact of environmental regulation and open eco-innovation on international green competitiveness. By analyzing the moderating roles of pollution intensity and economic sophistication, we find that environmental regulation stimulates green innovation and enhances export competitiveness. The research indicates that green research networks are crucial for improving green technology capabilities and international competitiveness. Therefore, policymakers should support the development of these networks to promote environmental sustainability and international competitiveness.
